Numpad not working in Windows 10, only works as directional mouse keys

I need some help regarding some bug with Windows 10 and the numpad that just decided to appear out of the blue today for no reason.  To start off with this is not a problem with the keyboard as I have switched that out with another keyboard and its the same problem so obviously its a Windows 10 issue.  The numpad only works as directional mouse movement.  

 

Things I have tried so far:  Numlock is turned off.  Holding the numlock key down for 5 seconds doesn't help.  "Turn on numeric keypad" is checked under the onscreen-keyboard options menu.  Under Windows settings -> ease of access -> mouse -> the option "use numeric keypad to move mouse around the screen" is checked off.  I have also tried uninstalling keyboard drivers in the device manager and restarting the computer, but nothing helped.  Unplugging the keyboard and replugging it back in did not help either.  Another guide suggested going into regedit and changing HKEY_CURRENT_USER -> Control panel -> Keyboard -> InitialKeyIndicators value to "0" from "2", and that did nothing as well.

If you want the number pad to input numbers then NumLock needs to be on.

If you've turned Num Lock off then that's your issue. Num Lock has to be on (you don't have to hold it for any length of time) to use the keys as a number pad.

You odn't need to hold it down for that long, a quick tap to enable it (you'll see the light on your keyboard) is all it takes.

Whether the numlock is on or off doesn't seem to change anything.  The numpad is stuck as a directional pad.
