Not necessarily. Depends on what OP is streaming/recording, what resolution it's at, what kind of edits he's making, etc.

If you have the money you should definitely look at a 1080p 144hz monitor since it isn't that expensive as you think. I mean I don't know your budget but it would help a lot. Maybe all games wont run well with your specs on a 144hz monitor but it certainly looks great on some.

Since you have an Nvidia card you should be using Nvenc to stream instead of encoding on your CPU. In OBS it's under the Output tab in settings it will say "Encoder" with a dropdown menu that will read "Software" just change that to Nvenc.

720p monitor wouldn't be bad for streaming but that 1050ti is pretty low end
