Trying to find the right ram at the best price possible

Games, programs or workloads that it will be used for: 3d AAA games and 2d indie games

 

So I built my computer about 3 or 4 years ago and I'm feeling like its time to upgrade some components. It is running an i5-6500 in a gigabyte GA-H110M A motherboard, with 2X4GB hyperx 2133mhz ram. I am not currently looking to upgrade the cpu or board, but I would like to get a 2X8GB kit of ram. While I am aware that the max rated ram speed for the cpu and the board is 2133mhz, I can't seem to find a straight answer on whether it is advisable to install ram that is a higher frequency, such as 3200mhz. I'd like to know because for some reason I can find kits of 3200 at 90$, while the 2133 kits are closer to 130$, and I'm on a budget. Will the 3200 kit just downclock itself to the right speed or no? Thanks for any help you can give.

faster speed ram will run at lower speeds fine, definitely don't buy the slower, more expensive memory there.

You cannot overclock memory on a H110 chipset. Most memory kits will downclock to 2133, but I'd check with the manufacturer to ensure compatibility, many kits want to start at 2400 now.
