Help! My pc is bottlenecked and no one found the error

Are NVIDIA Control Panel 3D Settings where Power Management is set to performance, and is Windows Power Settings set to High Performance? Are you using any utility software that "prioritizes" cores for specific applications? 

Hey Guys,

 

my english is not the best, so sorry for that.

 

I paid two different companys to find my bottleneck, but no one found it. I play games on my 32:9 (5120x1440) Monitor and the GPU (RTX 3090) and my CPU (i9-10900x) are not nearly at the limit but i cant reach 60 fps at 1440p. I took a Photo of my specs, maybe someone can help me to find an issue.

Also open up GPU-Z and see what it says.

 

Otherwise something might be overheating is about all I can think. If the clock stays stable in GPU-Z while running a benchmark.

Could you monitor CPU and GPU usage and temps on afterburner and send us a screenshot? You could also try to check your VRM temps on HWinfo, when the VRM overheats it throttles the cpu hard, it's unlikely that this is the case but it doesn't hurt to check.

If you're running stuff maxxed out with ray tracing 60fps would be more expected there

Those coolers have an inherent problem that the II were not fixed... Also, how did you manage to use a sTR4 only cooler on a i9-10900X (Intel's HEDT X299 platform). That cooler is only meant for AMDs HEDT sTR4 and they are junk coolers anyway.

Have you updated all your software (drivers)? I would try and DDU the graphics drivers and reinstall with a fresh copy.

i try it. thx for your time. while the benchmark is running, in XTU shows Current/EDP Throttling. could this be the problem?

In BIOS, do you have Multi-Core Enhancement or Enhanced Turbo Boost enabled at all? Change it to [AUTO] if so. Anything that prevents the CPU from setting all cores at the highest frequency possible. Remove any OCs on the CPU in general and try again.

It doesn't even look like the GPU is doing any effort. Are you sure you have the Nvidia Drivers downloaded? They can be downloaded from here. https://www.nvidia.com/en-us/geforce/drivers/
