Need help with CPU and maby Mother board This is my first PC build

No. Zen 3 does provide improvements over Zen 2, but it is not huge and using a Ryzen 7 3700X will be fine.

That link doesn't seem to work. It just takes me to the 'Custom PC Builder' page. Could you just post your planned system specs as plain text? That way, we can convert it into a PCPartpicker list, which will probably help you to save some money buy shopping around at multiple different retailors to find the best prices.

short answer, yes it will hurt your gaming performance. There is significant performance drawbacks on Zen+ which are mostly addressed with Zen 2, but if your budget doesn't have room for a 3000 series I suppose it makes sense in terms of getting more cores for editing. I would look for used 3000 parts in your area first rather than buying a new 2000 series, you may be able to snag something for a reasonable price. Just keep in mind if you go that route you will probably need a bios update before your b450 board will support the processor

edit: also, if you go 3000 series getting at least 3200 cl16 ram or 3600 cl18 would be advised

So would you say that this would be good for a beginner PC build who dosent know how to flash a bios or anny of that

i would wait for the 3600, the extra single score speed is worth it for gaming IMO.

The 3600 non x would be a better deal and depending on your location, you can probably pick one up for $180 if you have a microcenter close by or you check forum FS threads or ebay.  

Also, save some $$$ and look up GTX 1070 in the for sale forum here.  a guy is selling 1070s for $120.  That will free up a chunk of change for you to get the slightly more expensive 3600 and a better NVME drive.

because VRAM isn't everything the 1650 will outperform the 5500xt at just about everything
