First time overclocking anything is this safe?

Need more info. Load temps, frequency and voltage and rest of the system specs.

As the max temps are at 92°C i'd dial it back a notch.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

gpu r7870 2gb place holder for radeon 6800xt. mb asus strix z270h gaming. 16 gb ram ddr4 2 sticks. gonna be gaming at 4k. 

and are the max temps and voltages shown not enough?

 What program are you using for testing? Try Aida64 for temps. Also download HWINFO64

100C is max temp but the cpu will throttle before that. I would go with something under 90C when testing. ~85C when gaming.

would games pin my cpu att 100% all the time? thats how i got those temps

They could. If thats the case, then it's too much. What about delidding the 7700K?

i was think about that its that or getting a new cooler. the cooler i have atm is a coolermaster 212 with a push pull fan layout. push fan 2000 rpm pull 1800.
