My personal move would be reboot.  There’s probably something better though

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Well, it's a dual core. An old and mobile one at that.

It being pinned at 100% is to be expected.

The fact your hard drive is also nearly operating at 100%, means something big is happening in the background.

Considering Windows 10's latest update just came out, that could be it.

Funny enough same thing used to happen on my i5 3570K machine in Windows 10. My clock speed showed a little over 5 Ghz, and that chip was never over clocked. 

I just want to sit back and watch the world burn.

when your chip so good it overclock itself.

I live in misery USA. my timezone is central daylight time which is either UTC -5 or -4 because the government hates everyone.
