I7-9700k for $200 or Zen 3 5600x for $300

Then a 9700k would likely be the better purchase.  You'll get more than enough, it will work better with Photoshop and other Adobe products, and you can devote an extra $100 to your GPU.   Like I said, we don't have the benchmarks for the 5600X yet so it's hard to say definitively, but based on what information is available, the 9700k is better for you.

Personally despite my loathing of the 9700k as an i7, for $200 there isn't really a contest here between it and the 3600 for OPs use.
