If it's a modern processor, it should automatically limit its frequency when it gets too hot. Modern processors will throttle at around 85-90c.

I don't know of any automated way, but you could probably use software to adjust the cpu cooler fan curve to increase speed and try to keep temperature below 75c.

From control panel > power management, you can configure the processor's minimum and maximum frequecies, choose custom and play with those cpu frequencies as much as you want.

There's also programs like Ryzen Master or other cpu overclocking programs which may allow you to script something "if temperature above #threshold, set max cpu frequency = xyz"

most modern cpus throttle themselves at around 90C. any temperature below that is not considered overheating and it's safe, there is no point in making your cpu throttle earlier.

Higher end mobos usually let you set your own max temp. But as said, no point. It'll throttle on its own at 100°C (at least for Intel).

How can I limit my CPU temprature to 75°C, so if temperature rise about 75 it reduce clock speed.

Run an extreme workload, like Prime95, or Techpowerup's "PowerMax" software. Then downclock and/or disable turbo mode, and try to under-volt the CPU. Do this in increments, until you find a stable setup that never goes past 75C (at your current ambient temp - if it's a hotter day, it'll go over).
Water cooling is a good way to help with this. You will obviously lose performance though.

Theres already functions built in for that, one you cannot change or turn off. So essentially the CPU would (in ideal circumstances) never really overheat.
