The 3070 won't be out until October, the 3080 should be out by 17th of September. Both are probably going to be sold out pretty much immediately. So if you need something right now, both are probably not ideal. Maybe you can get away with a cheap replacement card until either one is actually available?

Because of the limited supply at launch, chances are you won’t be able to get one until after reviews are out anyways. 
But that said, the 3070 should be great for 1440p 144fps in the majority of games. But if you plan on playing very gpu intensive games or using ray tracing, it may be worth it to get the 3080 for the extra performance.

naw its been doing this for about a year or more now it just getting worse now and i live in  housing were my rent is a third of my icome so i finally can save enough moneys to get something good that will last me a while.

I don’t think anything official has released with its performance or system requirements, but I believe I have heard that it will be one of the more difficult games to run. The 3070 should still get 144fps on not-highest settings with ray tracing off though so it would still be a great card. If you really want highest settings (but ray tracing still off to get 144fps), you might have to go for the 3080. But since nothing official is out, that is just my guess.

ok hmm i was planning on going 1440p if no ray tracing then reshade and hdr

The 3070 should still be great for that. You can still go raytracing just don’t expect 144fps. I believe the 2080ti still struggles 60fps in most games with it on. So even if it gets 2x ray tracing performance, that’s 120 not 144.

thats fine im looking at high refresh rate monitor but that only for some games i dont esport more just fallout or single player titles but once and a while i do play call of duty it just cyberpunk mujst be played at max settings it look to good not to.

Won’t know for sure until testing is done. But assuming it is equivalent to a 2080ti (which is what Nvidia is claiming), it should get frames around the high 40s on average at 1080p ultra.

I'd wait 1 week for the 3080 to see what stock will be like. If the sell out immediately i would look pick up a 2080ti in the low $400s or high $300s quickly before sellers realize 30 series is unnobtainium. Preferably an EVGA card as their warranty is amazing and transferable, and make sure it has at least 2 years warranty left.

...a 1080Ti can do 1440p/144Hz gaming without issue, at least in my experience.  A 3070 is supposed to be around double the performance of a 2080Ti according to nVidia, and the 2080Ti is supposedly better than the 1080Ti...so 3070 would probably be fine.  I'd wait until the cards come out...and also confirm you can get one, since stock is reportedly going to be low until 2021.
