Would a 1080tis performance be inhibited by a ryzen 5 3600? or would i need something better?

nope, though there's always a bottleneck, some tasks are cpu  bottle necked and some are gpu, but in a sense that it will be slowed down due to the 3600, then nope. 

PC: Motherboard: ASUS B550M TUF-Plus, CPU: Ryzen 3 3100, CPU Cooler: Arctic Freezer 34, GPU: GIGABYTE WindForce GTX1650S, RAM: HyperX Fury RGB 2x8GB 3200 CL16, Case, CoolerMaster MB311L ARGB, Boot Drive: 250GB MX500, Game Drive: WD Blue 1TB 7200RPM HDD.

 

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad. 

 

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

If you could can you wait? Nvidia is launching new gpu's this month and amd follows soon after.

It depends. If you're gaming at 1080p there is a little more to be had with another CPU like a 10600K. As soon as you up the resolution to 1440p or higher, there is nothing to be gained by another CPU because you're bound by the 1080Ti alone then.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

with fast enough memory, no bottleneck. 3600MHz should be the best value.

Oh well then both amd and nvidia will have new gpu's and ryzen 4000 will be out so the 3600 will have been surpassed and you'll have even more options.
