Budget (including currency): $1600 AUD

Country: Australia

Games, programs or workloads that it will be used for: lots of gaming, some light photo editing and video editing

Other details He had another parts list before but i tweaked it a bit. Went from rtx 2060 super to rx 5700 xt, from 1tb bx500 to 480 gb bx500 + 2tb 7200 rpm seagate barracuda compute and removed his extra cpu cooler as 3600 has decent stock cooler

The PSU isn't that great:

Tier C • Recommended for iGPU systems

Changed a couple of things. 

The BX is a dram less drive and the mx is a lot better. 

The PSU is subpart. And I changed the case.

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad. 

 

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

That build does seem better than my tweaked one but the b450m pro4 only supports 2933 speed for ram

Do note though that a 2060 Super does make sense if your mate also plans on streaming. If he isn't then yeah, the 5700XT is a good choice.

no? it can easily handle 3600, the topology on that board is fine. 

or you could go with @Mateyyy's lists as well.
