Games, programs or workloads that it will be used for: 

Games- Cyberpunk77, Tomb Raider, Battlefield, Warzone, R6 Siege, FIFA etc.

other programs would video editing software tools etc

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I was planning to play 1080p at 240Hz.

Also, I could building from scratch or upgrade my last rig. 
Last rig configuration:

GTX Titan XP

i5 4th Gen K series

low end motherboard- BM65 if I remember correctly 

16GB Corsair Vengeance DDR3 RAM

There’s not much point in gaming at 240hz, I’d suggest a 144hz and that way you get a bit of extra money to spend on the pc to upgrade the gpu, for editing videos, streaming, and rendering id suggest against Intel, AMD have much better cores and threads to handle these tasks without much difference to gaming performance

That build is terrible.

 

Cooler isn't that good.

 

Motherboard is really bad. Avoid MSI X570 boards apart from the Tomahawk, Unify or Ace.

 

Why 4 x 4GB Ram ? Makes no sense at all.

 

Overpriced SSD.

 

Why do you need a hybrid HDD ?

 

That case looks crap. No airflow at all.

The case is a placeholder, the cooler is actually good I have one unless their quality on recent versions is worse now? 4x4 is enough for most tasks, sure you can find cheaper options from smaller brands but some of those can be awful, hybrid drive I use myself again its a tremendously good game drive... :I

Artic is a brand hard to find compared to Cooler Master but if OP can find it easilly then sure. :D

 

4x4 actually seem to work better in some cases, than the 2x8 but the pro of 2x8 is upgradability later. :)

 

Well Rainbow Six Siege loves SSHD but SSD even more so, unless the 2TB drive is mainly used for files I would still pick this combo :P
