It's not a gaming chip by any means and it has 18 ccxs (of I recall correctly) so there will be latency and plus it has 64 cores

I'm just talking about in general. Why doesn't AMD let Threadripper boost to 5ghz without having for over clock it extremely?

Micro architectural limits 

As I said above it has 18 ccxs and 64 cores 

The FCLK on the Interconnect won't be able to transfer data that fast to all ccxs

The max boost is dependent on the architecture of the Chips. Intel and AMD Chips are only the same in Terms of being a CPU. But they work in completely different ways in Terms of internal layout etc. They can simply not reach that frequency while being stable with normal cooling. That being said, core clock alone doesnt get you Performance. The newer AMD chips get more work dont at the same clock, so they dont need as high of a clock to get the same work done as Intel CPUs.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

Also AMD had Chips in the past that ran over 5GHz but still performed poorly. Because they didnt handle as many "instructions per clock" as newer CPUs.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

Because Threadripper just can't run at 5 GHz all core, at least not without LN2. Running at 4 GHz all core a 3990X pulls almost 500 watts, and 5 would pull significantly more than that. Overclocking isn't just a matter of telling the CPU to run faster and it magically does, you need to account for other factors like power delivery and the instability that comes with faster and faster speeds.

It certainly wouldn't, ryzen is designed with an inherent flaw...it's called the infinite fabric and it introduces crazy latency issues within the cpu itself...making sure that it will lag behind Intel in games and anything that can be hurt by a bad cpu design.

It's too unstable to even boost to 5GHz momentarily, let alone stay at 5GHz continuously.
