I want to make a new pc with 600 eiro budget.

Budget (including currency): 600 euro

Country: Latvia

Games, programs or workloads that it will be used for: rust, fl studio. 

Other details I want to have the best pc for 600 eiro, I would really like the chance to upgrade pc to better parts in the future. 16 gb ram is mandatory. I will play on 1080p I already have ssd and hdd

Why would one of the most power efficient CPUs on the market be overheating? That build is very good, just get a 580/590/1660 with the saved money and you're good to go

did you hear somewhere that all Ryzen 3 3300X processors are overheating?

 

they have two less cores than the Ryzen 5 3600, but the same cooler, and the Ryzen 5 does not overheat with the stock cooler.

Thanks, I am just not educated on pc building, I have one more question, is 450 w enough if I put a 1070 inside?

Yes. The Formula is a very good power supply so it will handle a 1070 fine
