New PC build for my younger brother

Budget (including currency): $2200 USD

Country: USA

Games, programs or workloads that it will be used for: With Discord on he will play games such as League of Legends, Valorant, Modern Warfare, and of course MineCraft and he wants to stream and create content for YouTube. So he will edit videos on the same machine. 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I added a CPU-Z of my current rig and I was thinking that building something similar will be sufficient he tested out streaming on it while its more than capable it would need to be a quieter machine and he likes Green...oh to be young! Any input would be greatly appreciated!

You can just do a pcpartpicker of your build, the entire CPUZ txt file is a bit much.

The parts lists look ok.  I highly disagree with the Corsair liquid cooler.   You can get a giant Noctua for half the price and it will work better.  Corsair bloatware is also the worst.
