Board for a 3700x

My friend is planning to build a PC after the pandemic

His budget is 120000 INR (1300 USD)

He is using  20000 INR (263 USD) of that on a Dell Ultrasharp

Here's the parts list (all prices in INR after taxes)

GIGABYTE 2060 6GB *27128*
GSKIL 16GB RIPZ. *5770*
GSKIL 8GB RIPZ. *3410*
MSI B450 TOMAHAWK MAX *10608*
RYZEN 7 3700X *26302*
CORSAIR RM 850 (i) GOLD *12496*
2TB WD AV *4600*
500GB SSD SAMSUNG 860 EVO *5800*

I told him we can get 24 GB memory, hence we have a 16 + 8 config

Will that board (a b450 tomahawk max) be able to OC a r7 3700x?

we want 24 GB RAM because we are going to make after effects projects and maybe some blender work

24gb of ram isn't recommended. go for either 2x8 or 2x16

the tomahawk is good for overclocking the 3700.

also you don't need 850w psu, 550w are enough.

I agree with boggy, better go for 2x16 or 2x8 RAM sticks.

Ryzen CPU is hardly worth the effort to overclock. They boost so high out of the box that improvements by overclocking are hardly noticeable. I find it to mostly just increase fan noise and temps.

well i forgot to mention that we may do some blender and VFX work on this, we are definetly editing 4K, maybe HDR Videos on this too

Benefits of OC are so small you will only notice them with a stop watch mate. Of course it is POSSIBLE to overclock, and if you make sure it is stable then you will have a little extra performance but don't expect too much.

then go for 2x16 ram.

yeah that's what I meant. i don't think 3700 even exists.

is a 10% increase reasonable?

OC on CPU, GPU and maybe some memory tuning

Nope. I assume you want an all core OC which is very hard to get stable. You can probably OC it around to where it boosts. Unless you have some extraordinary cooling.

I could get 4,3 GHz all core on my 3600x and that I can achieve with boost at stock. X model Ryzen are overclocked from the factory. It would make more sense to get non-x chip and overclock to x-chip standards. Which was my plan before I built this rig but they had no 3600 non-x version chip in stock and I didn't want to wait.

Okay, so it seems that the 3700x is not a great chip for overclocking. I'll stick to Graphics OC and memory tuneup

No it's not but by all means give it a shot and see if you prefer it with a small oc or just run stock. It's already overclocked from the factory. If one has good memory I think there is some performance to be had there.
