yes it can. but maybe don't expect the greatest performance if your going to run games across all the monitors

i have one monitor my whole worry that is it gonna fit and is it gonna be incompatible with other components of my system like my intel core since it is not a 7700 k or 7700x

Something bottleneck = something hitting max usage, stopping the GPU from delivering all it's got. You cant get away from bottleneck, but it could be significant in some games for a 7700

how may i dodge getting my cpu to bottleneck? is changing it a solution?

Yes, but since it's  already the fastest in this socket (unless you can overclock), you'll be changing the board as well and most likely, memory (DDR3 platform dont offer greatly more performance)

Ok well now i have the graphics card and im still suffring of low fps my cpu usage and heat goes to 90+ and my gpu 3d goes to 100 and i cant do shit even with overclock i cant do shit

new CPU and board then, if it's a prebuilt the case would need to go. Also the PSU needs a check

something good just not like over 300 dollars

i can make a trade with my computer provider and trade for a better CPU or what ever you say that can run my games well and on high FPS with high settings! any recommendations?

R3 3300x + B450 Max boards (except the B450M-A Pro) could be an option on the cheap, though this CPU may not be available right now.

 

1600AF is another option if you can get one cheap, it's just as good in hitting and maintaining 60fps but inferior in high refresh rates and low core count-use games.
