Help with HP Omen 17t display options

I am looking at the HP Omen 17t 7LG51AV and trying to decide on the display option, for $100 more you can upgrade from 

17.3" diagonal FHD 144 Hz IPS anti-glare WLED-backlit (1920 x 1080)

To

17.3" diagonal 4k 60 Hz IPS anti-glare WLED-backlit (3840 x 2160)

I want to get the 4k upgraded screen but will it still be able to do 144hz if I lower the resolution to 1080p? I want to be able to do both 4K60 or 1080p144hz would he upgraded display do both? It is also annoying that they label gSync on the GPU options but not the display options.

Don't buy HP consumer-level products. They suck and the build quality, both inside and out, is naff.

No, it doesn't, not directly.

I am trying to save you some money, however.

Presumably the refresh rate is not dependent on resolution.
