like not even a modern build, like whats the slower computer possible? Probably one of those giant computers that fills a whole room but doesn't even do that much?

Though could you rephrase what you are asking here? It doesn't make much sense. "Big computers which fill the room and not do much" would be old computers from 50s to late 70s, time before personal computers. Modern supercomputers still fill big room and halls, but do much more than what your average extreme workstation build can do.

 

So what are you actually asking? Slowness of computer is in relation to parts used. Your $100 phone is slow computer.
