Most scripts allow you to recolor texts to your own liking. I use the latest release of Invision.

I've seen mirc with green text on a black background, it's the most widely used irc client but it is a paid software.

 

Alternatively, You could try kvirc, it's a free irc client and has most of the features of mirc, with scripting, themes etc. This is for windows. I'm not aware of any cli chat clients on windows.

For linux though there is irssi which is a cli client which has themes and scripting. I've been using it for the past 4 year and I love it. There is a windows port, but I don't know how it works

Irssi and weechat both have a command line-esque interface. And both are infinitely configurable.

Like everyone is saying, irssi and weechat both are commandline IRC clients that are very customisable. irssis basic configuration pretty much looks like that (apart from colours), weechat has a more advanced starting configuration and is just as customisable, personally I use weechat.

Arch Linux on Samsung 840 EVO 120GB: Startup finished in 1.334s (kernel) + 224ms (userspace) = 1.559s | U mad windoze..?
