Why they banned never gonna give you up?

Ok i wanted to rick roll my friend but after searching fro the video of never gonna give you up by Rick Astley it says "unable to view this video on your region" or something like that but i can still see the thumbnail. I used a vpn to teleport in North America but it says the same thing. is it working in your region?
