But if there's good reason for it to be locked, you can try reporting it (the triangle w/ exclamation mark).

Though I don't see why it would need to be locked.

@F_Farnfield the forum is set up so that users may not have the ability to either lock or delete their own topics for reasons ... to many to list; but if you really want to know just ask @colonel_mortis he is the all things forum authority....

Only Moderator things, Move and Lock commands are way too close to each other....
