Wait, it seems the Folding servers are somewhat overcrowded.
Most liekly it will get trough once it can.

When i ask for more specs, don't expect me to know the answer!

agreed, stuck downloads has been an issue for me

The F@H servers are under heavy load due to events ramping up to fight Covid-19 by the LTT community, PCMR on reddit and others. Just be patient, it will upload eventually.

I notice 11758 isn't even showing as a known project in their database.  I assume this is just an oversight due to the priority being on getting more work units out there?

Indeed, also their servers are getting slammed I'm sure.

Most/All projects with 117xxx is CV related, i might be wrong as I'm trying to use the same server you are to figure it out, but everything that works that surrounds 11758 is the same disease

My client is spending more time inactive (nothing being downloaded or worked on) than it is doing anything else, I assume it is because of the same thing, the servers are all overloaded?

Grammar and spelling is not indicative of intelligence/knowledge.  Not having the same opinion does not always mean lack of understanding.
