It's a guaranteed 4.7Ghz all-core on the 9900K vs. a guaranteed 5Ghz all-core on the 9900KS.

Unless you're playing a seriously CPU heavy game, that doesn't use too many cores, I doubt this upgrade will be worth it.

 

You might as well try to overclock your 9900K to see if you can come close to a 5Ghz all-core clock.

Will upgrading my i9 9900k to an i9 9900ks improve my framerates and cpu power?

Not worth it.  If you have money to blow to upgrade from a 9900k to a ks,  then a new mobo shouldn't be an issue.  Wait on 10th gen or ryzen if your heart is set on a better cpu.

It's pretty likely that your K will be able to run at KS speeds, the KS is just guaranteed to. In any case you're only looking at a 6% difference, which may or may not be worth the extra expense to you if it wasn't.
