I would try the CMD method:

diskpart
list disk
select disk [#]
clean
create partition primary
format fs=fat32 quick

 

TP Link TD-W9980 router not recognising Seagate Expansion 2TB hard drive volumes (it recognises the existence of the drive), original partition was NTFS tried to repartition part of the drive as FAT32 to no avail. In Windows, the hard drive appears properly, and to ensure the modem had no problems I plugged in a USB drive which was fully recognised.

Sometimes routers are stupid and don't understand GPT partitioning table. Create a new partition table (MBR) and format the disk.
