where is the artifact?

Do you have anything in your system overclocked, specifically GPU, GPU VRAM, RAM or CPU?

I don't think it's accidental, it's too clean and coherent

Given that you can actually capture a screenshot, it's not artifacting, it's some kind of visual error that is probably bring caused by software.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

It's not exactly symmetrical, I doubt this is on purpose.

Plus "whenever i open up an application that controls a device" implies it happens in more programs, but OP has not responded thus far, so I guess we have to wait some more before we have more context.

also the oval shape of the area reminds me of the rendering window for VR lenses. maybe it's like the laser preview of the depth map? idk...
