How to tell if a CPU will be a benchmark, before buying

a 3600 should be able to do that, but so can something like a 7700k, which should be wayyy cheaper than it is imho

Is there a specification I can check to see if a CPU would allow a GPU to run on full performance?

I am trying to find out what the 'cheapest' CPU is that I could buy to use with a 2080 Ti but I would like to be able to figure it out myself.

you can look for reviews online, for tests etc.

search for "2080 ti cpu scaling" and also the game you're interested in and you'll find images like this.

Ryzen 5 2600 or better on AMD and intel i7-8700 or better (or i5-9600) will perform ''fine''

 

But since the 2080ti is an extremely high-end card, i would recommend an equaly high end CPU such as the intel i7-9700K or ryzen 7 3700X

for max performance.

I would also say that the results are going to be highly dependent on the games you want to play and at what resolutions you will be playing them.   for example, some game are very CPU bound and  overall CPU performance seems to matter much less at 4k than at 1080p.

Personally speaking the bare minimum would be a Ryzen 5 3600 but I'd aim for an Intel i7/i9 from Coffee Lake, locked or unlocked if it's strictly for gaming.

For gaming as much as I love AMD and for various reasons think the Ryzen 3000 is the smart choice for a new processor today, I think the "Cheapest" and "Best" pairing of CPU and a 2080 ti is probably an OC'ed Intel i7-9700k.  That is not to say you couldn't get good results out of a Ryzen 3700X but they aren't going to be as good as with the 9700k.

 

As for where the OP should get this info at for himself, just Google 2080 ti benchmarks and he should be able to find tons and tons of comparisons.

I just told you, the Ryzen 5 3600... but it'd probably make better sense to settle down for the RTX 2080 Super instead because your purchasing decision makes no sense.

Ryzen 3600 + 2080 Ti in GTA scores around 149 fps at 1080p ultra settings.  This is likely the cheapest and best CPU for what your looking for.

Note: 

i think i will play at 1440p because many benchmark sites dont even bench at 1080 anymore so i would feel outdated playing on 1080. doesnt look like any gpu and cpu combo can get 144 fps at 1440 so i will just buy the best gpu and cpu and try to get it as high as possible. i guess i will have to go with a i9-9900

Any cpu that can handle 1080p144 can probably handle 1440p144 just fine, it just depends on gpu. My 1080 can handle most games at 120-144+ fps at medium-high settings.
