Standby Apps go into White Noise Effect.. what?

So recently, even after a clean format, there's some apps like video players or even OBS that has these white like "Freezing" effect...

 

Everytime I pause a video/movie, the screen gets filled with "Ice"? .. And no, I haven't installed any special effect software or whatnot...

 

what... is this?

Uhmmmmmmm.....

 

I meaaaaaaaaan, I have a GTX 980 Ti, and it doesn't seem to die or make awful noises or weird particules Oo.. it's only when I PAUSE an app that needs some sort of an overlay like OBS or a video player..

 

Doesn't happen on youtube, nor in games, except these apps... but I dunno.. Oo

Fine... I removed my GPU Drivers and reinstalled them.

 

Fixed it.
