Please help with my build

I have been watching ltt for a a few moths now it inspired me to want to build a gaming pc with a 1660 graphics card. But I don't now what cpu I should pair the graphics card or any of the other parts because there are so many choices for the motherboard ram power supply ssd and case that i just don't know which parts are a better value and which parts are a bad value. So please help with finding good parts for a $650 budget. This pc will be mainly used for gaming at 1080p 60fps. Also this will be my first time building a computer but I have done my research on how to build one.

The price limit is with the graphics card also I am willing to stretch my price up as needed

Are you sure that the gigabyte radeon rx vega 56 is a good choice because a lot of people have been saying that they have been getting defeacted models of the graphics card. I like the perfromace of the garphics card but should I buy it and risk it being defective.
