overclocked xeon is not what it seems

so i just overclocked my xeon x3470 to 3.8ghz but it isnt actually at 3.8ghz i had this problem before and went onto some random forum and found a solution but i forgot the name of the forum otherwise i would go there and fix it but cpuz tells me im at 3.8ghz but in the windows system tab where it shows your specs it tells me im at 3.5ghz it baffles me im not really sure whats wrong but i have a feeling its just a simple fix in the bios i remember it was a really simple fix im not really sure what info you guys need so if someone that knows their shit could help that would be great ill provide any screenshots needed just not sure what i need to show

What does something like hwmonitor show for clock speed?

taskmanager shows around ~4.05ghz in my 2700f but it’s clocked at 4.1ghz

The max turbo frequency of the Xeon X3470 is 3.6GHz. It looks like Windows Computer information is only reporting the factory turbo clock.

Normally you don't want to use Computer properties as a metric for your CPU overclock. It's not a tool for that. You can check Task Manager -> Performance -> CPU. Take the numbers it gives you with a grain of salt. Aparently even this isn't a very accurate tool.

CPU-Z & things like RealTemp would be better for verifying if an overclock has applied and is running in the OS.

Windows Task Manager shouldn't be used to check your OC.  CPU-Z is a fine software app outside the BIOS, and one I would highly recommend, to monitor your OC.

My 4.2ghz can show 3.9ghz on Task Manager, but in all other software its showing the static OC etc.  Don't worry about it, its just a Windows Issue.

I have an E5 Xeon with a 1.7Ghz stock clock. I can set the CPU multi in the BIOS to 30 and it'll still sit at the stock 1.7Ghz (CPU-Z sees this), but Task Manager tells me it's running at 3Ghz, which it isn't. IIRC people have had Task Manager tell them their CPU was running at 25GHz too, it's really easily confused and not a reliable source for clocks at all. It is very good for showing you the usage on each core in a nice graph, other than that it's eh as a monitoring tool.

Whats really funny is, when I got to this post I was pulling out the "Bob Signal" (aka was gonna @ you) to flash into the sky to summon you.  Then I realized its not really a Xeon issue and you were already here LOLOLOL

like i said ive had this problem before it is a real problem even though you might think that it is not the last time i had this problem i ran several benchamarks and they also told me my cpu was running at a lower clock speed than cpuz told me im not getting my information only from task manager that is just what i had readily available at the time considering that i just reinstalled windows and dont have any benchmarks downloaded

im downloading heaven benchmark right now because when i run that it tells me the cpu speed last time i had this problem i ran this benchmark and it was showing a lower speed than cpuz was showing and surely a reputable benchmark such as this wouldnt be showing a wrong clock speed
