they often have long loading times

protip right now though

loading times are SSD and ram related , how fast the drive dumps information to the ram.

GTA 5 and city skylines are kinda slow loading games , I also exclusively play city skylines and gta 5 and even my rig loads them slowly. GTA 5 online has massive limitation regarding server speed and even a 10,000$ machine has long loading time between missions and matches in gta5 online . so keep that in mind

Best to check your local classifieds, compare pricing, and go from there.

You're just going to get wildly different prices from people here, since we know tech, and it won't be representative of what you can get in your local area.

So go check Craigslist and go from there.

For example, I wouldn't offer more than $275 US for that, because I know I can get it for that or less with a bit of waiting on eBay.

Considering that the CPU and GPU are around 280$ alone I'm not sure where you can get such system for 275$, that is unless you spend months biding and hope that you get a good deal

You can't really compare single prices to that of a complete system, as the complete system generally doesn't fetch as much as the total of what's within.

You don't have to wait months for the good deals either, and the time investment is really quite small. I buy 3 - 4 PCs a month, making between $200 and $400 in profit each.
