Playing sound through 2 outputs

Is it possible to play audio through 2 different outputs on Windows 10 at the same time?

My Stereo Mix just doesn't work, and VoiceMeeter makes the sound very robotic and with static noise.

Perhaps is there a program like VoiceMeeter?

Yes but it depends on the soundcard and device or rather motherboard.
Most systems will have realtek audio cards, in which case you just need the motherboard sound driver installed -> open the realtek manager and setup the output devices in there.

A simple solution would be to get a stereo splitter and then use a simple stereo extension cable to connect one of the streo outputs to line in of your sound card.

Now you can simply select  "Line in" instead of stereo mix in your software
