Stuttering and Inconsistant FPS and frametimes with high end system

I have a rather high-end system and I am experiencing stuttering and inconsistent fps and frame times. In CS:GO my fps and frame times are all over the place, in black ops 4 there is some stuttering and micro stuttering. The only games I can play with smooth gameplay is battlefield V, Wolfenstein 2, and Rainbow Six Siege everything else is an unstable stuttery mess. My CPU and GPU temps never get above 65C

CPU: Intel I9 9900k (not overclocked)
Motherboard: Asus ROG Maximus XI Code
Memory: 32gb 4x8gb of Corsair Vengeance RGB Pro DDR4-3600mhz
Storage: OS is on a 250gb Samsung 970 EVO Plus NVME SSD For everything else i have a Samsung 860 QVO 2TB SATA SSD
GPU: Asus ROG RTX 2080 Super
PSU: EVGA SuperNOVA 1000 G3, 80 Plus Gold 1000w
OS: Windows 10 Home

 

I was originally playing games at ultra settings on a 1080p 144hz monitor then I recently switched to a 1440p 165hz OC monitor and I am experiencing the same issues. The picture below is what my fps and frame time look like in CS:GO.
