If you watched any of the reviews about ryzen 3rd gen that float around thers one common consensus: If you do video editing more threads are good and ryzen is superior in that regard.

What kind of footage does he intend to edit? SSDs are the better option in that regard so if he would not have the space on his 240GB drive that could be an issue.

If you do switch to ryzen investing into 3600MHz RAM is advisable

Go ryzen, even for casually video editing intel is not a good option.

Get something like a 2700 or 2700x with a B450 board if you want to stay cheap.

RAM, might be a good idea to upgrade that to 3000-3200Mhz ram.

If you want my attention, quote meh! D: or just stick an @samcool55 in your post :3

Check out local pricing and availability of the Ryzen 3600 and a suitable B450 motherboard.

You may also want to see if a 1TB M.2 NVMe drive like the Intel 660p or Crucial P1 are close in cost to the OP hdd+ssd.

What psu choices are available?

80+ ratings certify electrical efficiency. Not quality.
