GTA V: High FPS in single player, Low FPS online, Low CPU and GPU usage

Hello,

As the title states, I've spent months searching and trying different things/"solutions" and so far nothing worked, I'm getting 150+ FPS in single player and under 100fps in online (60 or less in full public lobbies with 25 players or more) with low GPU and CPU usage (40% max, usually in the 30%'s).

Settings:

Non-Steam/Social club version of GTA bought from Rockstar store directly

1920x1080

No AA and No FXAA

No advanced graphic settings

All settings set to normal and/or off, All sliders set to the lowest setting (aka lowest possible graphics settings from inside the game)

Hardware:

Asus Maximus VI Hero (Z87) with the latest bios

4770k@4.5ghz (Yes, It's stable and max temps are 75c)

16gb (2x8) 1600mhz DDR3 (Yes, They're installed in the correct slots for dual channel with XMP profile set in the bios)

GTX 1080 (Installed correctly in the first 16x slot with the latest drivers and stable OC, max temps are 75c)

Corsair RM850 (Yes, All the cables connected and seated correctly to the correct ports)

Samsung 840Pro SSD which hosts my Windows and GTA

Asus VG248QE 144hz 24" 1080p monitor connected via DVI to my GTX 1080

Windows 10 Pro 64bit currently and Windows 8.1 Pro 64bit previously

FAQ answers:

-Yes, I've cleared cache for both the game and windows and deleted the GTA folder inside the Documents folder.

-Yes, I've verified the game files and reinstalled it on the old Windows 8.1 and on a clean Windows 10.

-Yes, I'm using the latest drivers for all of my hardware.

-Yes, I've tried DDU and older Nvidia drivers.

-Yes, I've checked the background processes in case they're eating resources and none of them do other than GTA.

-Yes, I've checked the OC settings, Temps, Fans, Fan curves, Bios settings, you name it.

-Yes, I'm using high performance power plan.

-Yes, I've set it to the power option to max performance in the Nvidia control panel.

-Yes, I've set the pre-render frames to 1.

-Yes, I've set the Physx to GTX 1080.

-Yes, I've tried Windows 10 game mode ON and OFF

-Yes, I've tried with Fullscreen, Windowed, Windowed borderless, No FPS difference.

-Yes, I've tried V-Sync ON and OFF, No FPS difference in Online but with it Off the game menus lag.

-Yes, I've checked my SSD performance and it's fine.

-Yes, I've tried disabling hyper threading and it lowered my FPS.

-Yes, I've tried all the possible Windows 10 compatibility settings and DPI settings and it only made it worse.

-Yes, I've tried DX10, 10.1, 11. DX10 gives extra FPS but nothing major.

-Yes, I'm getting fantastic performance/high FPS in other games (old and new) without any issues.

-Yes, I need more than 120fps because with 144hz monitor 60-80 FPS is not a pleasant experience, Specially if you add the FPS drops and general lag of full GTA lobbies.

-No, I will NOT upgrade my CPU and/or my GPU, I'm having performance problems with GTA and ONLY GTA.

-No, I'm not the only one having this problem with GTA specifically, There's plenty of posts from people with better hardware and having the same issues and I've gone through most of those posts which is why I decided to add this FAQ answer section to save my time and yours and to also eliminate irrelevant questions/answers.

-And finally, I saved the best for last: Yes, I've tried 800x600 all settings are low and/or off and I shit you not, Couldn't get 90fps in full lobbies.

Questions:

-What the actual fuck?

-Are you getting high FPS (120+) in full lobbies? How? What hardware and OS are you using?

-Any actual/non-turn it ON/OFF tier solution to this issue?

-As far as I know Whisper mode is a laptop thing, Couldn't find it in Geforce experience or am I missing something?

-Yes, I've tried running GTA in safe mode, Same results.

Around 100 fps is what I would expect from a 4770K in online, but 60 or less is just really weird, I know you already said it but can you double check if you're actually running in Dual Channel mode? use CPU-Z to check

Do a speed test here... https://www.speedtest.net/ and post the results. Just your ping, download and upload speed.

15ms, 50down, 20up.

I have almost the same internet speed as you and my ping is even better at 1 ms. And in the years I've been playing GTA 5 Online, I get the same issue when lobbies are more populated than others. Here's a couple of videos I made last month showing exactly what we are experiencing...

As you can see, my fps is much higher when in a solo lobby when compared to a populated one. 82-103 in a solo lobby, 68-80 in a populated one. And this is just when in this area of the game. Inside city areas, sometimes I've seen my fps creep into the 50's and even into the high 40's a couple of times. When that happens, it is super noticeable. It's just how GTA 5 runs on Rockstar servers when more people are in the lobby. I cope with it by always moving.

I'm unsure of the exact reason this is happening. I've thought of a need of higher RAM speed, higher internet speeds(especially upload), other peoples internet speeds and if they ALL need to be great to get higher fps. Not really sure of the culprit and it's tough to test these things.

There's also the thought of more people in the game world and that in turn could hit fps in some way, I dunno. I mean, they are off doing god knows what in the game world. Maybe the data stream affects fps. What I do know is that this is a common issue with a lot of GTA 5 Online gamers. Everyone seems to have different theories of why it's happening.

I have found an answer to this question by simply speaking to multiple, insanely tech savvy individuals at the same time. They all knew the answer immediately and it's my initial thoughts. It's the servers! The more players to more server resources used, the lower fps is going to be. And there is nothing we can do to our hardware to fix this. The Rockstar servers are to blame. I've been trying to figure this out for YEARS. Getting an instant answer from these people makes me wish that I hung out with more nerds growing up. They didn't even hesitate to know the answer. I'm talking seconds from their responses.

Yes and No, GTA uses P2P Mesh for it's lobbies and Rockstar servers handles match making, transactions, and save syncs so I doubt it's their servers causing the FPS issues because even if you disconnect yourself with NetLimiter in solo pub or even invite only, you still don't get near the same FPS you get in single player.

Another thing (and I hope you were playing the game at that time and remember this) Earlier this year they pushed a 300ish mb update that was supposed to be something to do with Steam and they pushed it without Newswire post/changelog after that update my game went to shit with low FPS and crashing.

The video shows exactly what I said here... "The more players to more server resources used, the lower fps is going to be. And there is nothing we can do to our hardware to fix this."

My next statement was, "The Rockstar servers are to blame."

What you are telling me is that I should have said, "The game itself and how it is currently optimized is to blame."

Right?

And other players just make matters worse.

Correct?
