what would be the best budget wireless gaming mouse under like $40Cad ?

want RGB that i can change color

without batteries but wire for charging

want dongle and bluetooth connectivity

You are asking too much for 40$ G305 is your best bet but even that your budget is not enough. 

 

You can try to find a Chinese wireless gaming mouse but don't expect a staggering build quality from them.

That budget is just too low there bud.

If you can't flex on the budget, I'd suggest flexing on the cable rather than the mouse quality.

A refurbished Logitech G502 proteous spectrum or core should be just within reach for you.
