Is this normal?

Depends fully on your ambient temperature - the temperature in the room the PC is in.

If your room is at 15-30 degrees C, that's totally normal. If it's at -20 degrees, obviously not.

 

But it depends on a ton of other factors too, like what CPU cooler, CPU itself, whether the paste has been replaced.. etc.

 

So I'm gonna go with a firm 'perhaps'.

those are safe temps for any chip i know

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

You should read up on your CPU and learn its limits and operating parameters.  If you're going to monitor temps, you also need to be aware what they mean to your components.

CPU temperatures below 80Cº are 100% perfectly fine.

Tcase is usually how far it goes while the IHS is still optimal for heat transfer, not a hard rule... but all in all yes... 70c~80c is fine for the most part, no need to lose your sleep.
