USB 2.0 Drive Transfer AND Delete Speeds Varying Wildly

Was wondering if anyone had seen this before. When transferring files between any of my three identical USB 2.0 drives, the speed varies dramatically during as transfer. It doesn't matter if it's between the computer and the drive or the just shuffling things around the drive itself.

 

I've got a video showing the problem:

 

Has anyone ever seen this before? Do you have any suggestions? The drives were cheap ($5 for 3 32GB drives) and may just be faulty, but I thought I'd come here first.

Difference is the size of files being transferred. Multiple, really tiny files tank performance of even good drives in my experience.

Brands I wholeheartedly reccomend (though do have flawed products): Apple, Razer, Corsair, Asus, Gigabyte, bequiet!, Noctua, Fractal, GSkill (RAM only)
