Many emulators don't even need to be installed to work, they can be used as a "portable" version, meaning it comes in a .zip (or some other archive) and you just extract the files into a folder.
As such, even assuming Steam's VAC'd scan you PC for running softwares, it wouldn't detect something that isn't installed in the first place... Unless it's currently running at the same time.
But it's highly unlikely that anything would happen in the first place, emulators are not "cheating softwares".
