so i have a:

i5 4690k

r9 280

8gb ddr3 ram 

should i get a used 1070 or upgrade to 2070?

you'll CPU bottleneck in some games with the 1070 and in a lot of games with the 2070. I had a 1070 and 1070ti with a overclocked delidded 4690k before and that was my experience.

A used 1070 and new 2070 are two completely different price points. I would look at used 1080 and 1080 Ti's. The 1080 will perform like a 2070, and the 1080 Ti like a 2080 with respects to gaming.

For that i5, a GTX 1660Ti would be about the strongest card I'd pair. Get a stronger card only if you plan on upgrading your platform soon.

2070 is around 5-10% faster than 1080 in modern games. 1080 actually tends to be closer to 2060 than 2070. It's just that 2060 and 2070 are so close together than 1080 actually performs pretty similarly to both lol.

1070 = 1660ti though.

yes i know the 2070 is overkill it more of should i get it anyways and upgrade the whole computer when the cpu is no longer serves my needs or just get the 1070 / 1660 or 2060.

What speed is that 4690k running? Anything below 4.4ghz and I wouldn't even pair it with 1070. No matter what the clockspeed I wouldn't pair it with a 2070.

I'd start with the CPU. CPU bottlenecks are actual hell. I ran a 1080 with a 3570k at 4.4ghz. I took it out and ran my old 780ti until I got my 8700. Stuttering is the bane of my existence

Get the 2080 then. If you are gonna upgrade everything later. Make it worth while.

no you shouldn't, 2070 is pretty bad value atm
