Are your temperatures okay? The software you are using to read the pump speed may just not be able to read it.

¯\_(ツ)_/¯

Is it all plugged in correctly? Including the 3/4pin connector plugged in to the Pump header or CPU_Fan header on the motherboard?

Is it new or is it old?
Pumps can die. If it's new return it to the store you bought it from, or if you've had it for a while but is still under warranty then contact the manufacturer for a RMA and they should send you out a replacement.
