considering that they already do this for their site in china, i think eventually will too

 

Will  Floatplane (the site, not the videos) be translated or open for translators to translate it? I know it's still in it's early years.

You mean site itself of videos for it? Translating videos has been stated to be too expensive to do. Chinese being different as Dennis does those, and Chinese would translate those themselves, with slight-permission (watch fake-youtube play button unboxing video). Site elements might be open to consideration, but i don't think it will be very high on list. Whether they do open or pay someone for it is also up to question. I think they will consider those things further once some creator whose audience is significantly not english-speaking joins.
