What GPU should I upgrade to

Hi Im thinking of upgrading GPU I have a i7 6700 and a 1060 3gb atm, my budget is 400 euro and I don't mind buying used, I want to be able to play 1080p@144hz and I don't mind putting settings down. Thanks

CPU: i7 6700

CPU cooler: Cryorig H7

GPU: Evga RTX 2070

Memory: 16gb Corsair RGB

HDD: 1tb WD blue

SSD: 120gb Kingston

Headphones: Hyper x Cloud

Keyboard: Logitech g810

Mouse: Logitech g502

Monitor: Aoc 60hz

Yeah I can find 2nd hand 1080 for 400

He sent me photos of the card it looked good, he said he used the card for rendering and GPU trials, he also said that he just took the card out of the chassis, what does this mean

Looks fine to me, if it's faulty you can just lodge a claim on eBay so you wont lose your money anyway.

I purchased my RTX 2060 for 449 Euros and it performces really well. Highest 2060 score and beats the 1070-1080 in Superposition benchmark.  I dont know if the extra 50 euros would tilt your budget but the card i have is the Gigabyte Aorus Xtreme.
