Does your Ethernet cable support Gigabit? (Typically says something like CAT5, CAT6, CAT7, etc.)

Powerline ratings are in a perfect scenario. If there is old wiring or any interference you can quickly tank the performance.

Yeah, don't use powerline.

You need to plug the ethernet cable from the computer straight into the router.

try plugging your computer directly into the router without going through this, as this may be the issue itself

but first, does the ethernet on your computer support gigabit connection? does your router support gigabit connection?
read the user manual for the right config as not all ports behind a router is created equal

-sigh- feeling like I'm being too negative lately
