VSync forces the frame rate to be at the refresh rate or whatever divides evenly into it. So if you have a performance hiccup where it drops below say 60 FPS on 60 Hz, your frame rate will drop to 30 FPS instead even if the hiccup would've caused it to go to 59.
Frame cap only limits the frame rate to whatever you set it to, otherwise the GPU can perform as fast as it wants below that. So this can make performance hiccups less jarring, but you still get tearing.
