Do you have windows display scaling enabled?

 

Honestly, that looks more like its related to your Windows being out of date.  That black box is the tool-tip, which is part of the standard Windows GUI.

Bought this rx 590 a week ago, but i'm not happy with it, i specially bought it cause people suggested me to buy an amd gpu because i meant to do graphics designing with it.

but it had some driver issue like msi, gpu-z cant show its temp, core clock or anything, msi afterburner doing the same,,it cant even so its driver version, but then i found wattman, then i'm like "ok , let's be easy with it and its to forget about other 3rd party software' cause wattman was showing everything,, i was kinda happy until now :( like i said i bought it for graphics designing so i installed unreal engine 4, and it doesn't work, i though its engine problem so i installed another version and still facing the problem, it lags like 1frame per 5 sec, and if i click on something then a black bar appears, i again thought i should update my windows 10, but before updating i installed my old gtx 950, and unreal engine 4 works smoothly, not a single lag or black bar, :( now i just don't know what to do,,doesn't amd support unreal engine? or is there something to do with my gpu hardware/software? 

Wasted all those money for nothing, now cant even use what i always wanted to 

first time using amd gpu and i'm not even satisfied.

Are you sure you don't have driver conflicts? If this was a system with an Nvidia GPU before it, use DDU to clean old drivers.

There is nothing wrong with the card. DDU and try again. Make sure to install all the motherboard chipset drivers as well.

New silicon always has problems like that with GPU-Z and MSI Afterburner (or any other tuning software).

 

RX 590 is not much different than RX 580, but its different enough that those applications need to be updated.

The only other thing I can think of (if you didn't get a bad card shipped to you) is - did you plug in the extra power cables to it?  It will still render a screen without but should display a warning about power upon boot up.

i used DDU to clean all the old drivers, although i'm using old version of windows 10, i'm not sure if windows is preventing amd drivers from full support

yeah i did everything fine,installed 6+8 power connector, even if it's a bad card then why some programs are running without problem, isn't that suppose to stop working on anything?

Even sapphire trixx does't show gpu temp, core clock,,fan speed etc etc, and on the latest version of sapphire trixx it stopped working when i click open

makes no difference. Afterburner is pretty much the best software out there for basically all GPUs. I usually use Wattman for AMD GPUs, but it works fine with my RX480 8GB (also a Sapphire Nitro+) and all my Nvidia GPUs. Actually much, much better than EVGA's own XoC on my EVGA 1080 SCs.

Specs seem like they should be fine (I was worried you had an FX CPU or something), most likely issue is probably just the RX590 being new. I don't see why it'd be making UE4 crash though, but I do know UE4 specifically favors Nvidia, it's Unity that's better on AMD.

Do you have windows display scaling enabled?

 

Honestly, that looks more like its related to your Windows being out of date.  That black box is the tool-tip, which is part of the standard Windows GUI.
