Well yea, it's made for a different card.

 

The normal one is made for reference cards, these ones: https://www.amd.com/en/products/graphics/radeon-rx-vega-64

 

The strix one is specifically designed for this one: https://www.asus.com/Graphics-Cards/ROG-STRIX-RXVEGA64-O8G-GAMING/

 

They use a different PCB so the blocks needs to be different as well.
