Time loading and response of local HTML files.

Time loading and response of HTML files on the LAN.

Check RAM and CPU usage during all of this, and assess system responsiveness.

 

And at the end of it, over 5 versions of Vivaldi, I've come to the conclusion that Vivaldi is the worst browser I've ever used, IE9 included.
