If you have some budget to play with, a gtx 970 is the way to go. You should be able to find those powerful cards for rather cheap now that the 10xx series is out.

You didn't mention whether you will be paying for power, and if so what's the going rate.  Cost of the card is just a small piece of the pie if you have a power hog (unless someone else is paying!)

2nd one is an auction but if you're paying less than 70, it'd be worth it for an efficient build.
